This background of belief, while mistaken in many respects, might have been relatively benign. However, emerging during the age of scientific rationalism, the theories of social evolution became intertwined with racial theories. These were used to justify first the latter stages of the Atlantic slave trade (originally justified on religious grounds), and later European colonial rule. The idea that Africans were a more primitive, lower order of humanity was sometimes held to be a permanent condition which justified Europeans in enslaving and dominating them. Other versions of the theory held that Africans could develop but needed to be civilized by Europeans. This was also held to justify dominating them and taking their labor, land and resources in return for civilization.
L. Ron Hubbard demonstrated his colonial mind set with emphasis on the necessity of English and Anglo-Saxon culture for "civilization". Note that Scientology made its initial appearance in English-speaking and/or colonial states: United States, England, Australia, Rhodesia, South Africa.
"The Scientology religion is based exclusively upon L. Ron Hubbard's research, writings and recorded lectures —
all of which constitute the Scriptures of the religion"The Anglo-American civilization was the first new civilization since the Roman Empire. All civilizations between the last collapse of Rome in the 4th Century A.D. and the present moment were some fragment of the Roman Empire or its conquerors. … Anglo-American mechanization has even driven the Chinese from their background and into European pants and hats. In India and Burma and Buenos Aires we see the cinema, the automobile, the clock, the booklets and the rifle created by or modeled upon Anglo-American industrial might.

We are, therefore, confronted within our own nations with strikes, crimes, upsets, juvenile delinquency and problems beyond count. We are confronted at the same time with rebellious Indians, Burmese, and Sinhalese and Chinese and Arabs.

Here, Hubbard boasts about Scientology's "homegrown" nature in contrast to "foreign", presumably inferior disciplines:
Punch this up everywhere: SCIENTOLOGY IS THE ONLY ANGLO-SAXON-developed science of the mind and spirit. Medicine is Latin in origin. Psychology is German (Prof. Wundt, 1862). Psychoanalysis is Austrian (Freud, 1894). Psychiatry is Russian (Pavlov and others in the 1890's). Scientology is an Anglo-Saxon exact science of the mind and spirit.

Hubbard emphasizes the Anglo-Saxon origins of Scientology as evidence of its superiority:
I could tell you about the strange politics and ambitions of psychiatry, so well covered in the book Psychopolitics, and give you a proper riddle as to why we, a small group, the only ANGLO-SAXON DEVELOPMENT IN THE FIELD OF THE MIND AND SPIRIT, have been subjected to so much attack and finance.

Again, the emphasis on English as a requirement for, in this case, the qualification to vote in Rhodesia:
In early May, Hubbard produced, uninvited, a "tentative constitution" for Rhodesia which he felt would satisfy the demands of the blacks while at the same time maintaining white supremacy. It embodied the principle of one man one vote for a lower house, while real power was vested in an upper house elected by qualified citizens with a good standard of English, knowledge of the constitution and financial standing verified by a bank. Hubbard was apparently convinced that Rhodesia's black population would welcome his ideas, even though it was patently obvious that the qualifications required to cast a vote for the upper house would exclude most blacks.

The origin of white minority rule in Rhodesia was property and education qualifications in the voters' roll at the time self-government was introduced in 1923. Such qualifications were unexceptional by the standards of the 1920s and (although slightly modified over the years) they ensured a situation, up to 1979, in which whites had 95% of the votes in national elections while they were never more than 5% of the population.
