2.1. The following appeared in Government Gazette No. 2351 of the 11th April, 1969 -

It is hereby notified for general information that the State
President has been pleased to appoint a Commission of Enquiry as follows:-

Greetings:
Whereas I deem it expedient to appoint a Commission to enquire into
and submit recommendations on the matter mentioned hereinafter;
Now, therefore, reposing great trust in your knowledge, judgement
and ability, I do by these presents authorise and appoint you to be members
of a Commission and you, Gerhardus Petrus Christian Kotzé, to be Chairman
of the Commission, to enquire into and report on -
(1) the aims and objects of Scientology and to determine whether
the organisation as such is in a position and capable to
achieve such objects;
(2) the methods, processes, practices, techniques and principles of
treatment which are applied to achieve the objects envisaged;
